More than 300 individuals benefitted from President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program’s Enhanced Community Mortgage Program (ECMP) during an awarding ceremony on Thursday as part of the National Shelter Month 2026 celebration.

Secretary Jose Ramon Aliling led the awarding of 91 Transfer Certificates of Title (TCTs) to families, composed of more than 300 individuals, who are member-beneficiaries of homeowners associations based in Quezon City and Caloocan City covered by ECMP being implemented by the Social Housing Finance Corporation (SHFC).

Of the 91 titles awarded, 63 went to family-beneficiaries from Quezon City, comprising 30 titles for Payatas Clans Lot 2-E Homeowners Association, Inc., 21 titles for Kapatiran Horseshoe Homeowners Association, Inc., and 12 titles for Sandigan ng Maralita sa Batasan Homeowners Association, Inc. While 28 titles were awarded to Camarin Mahogany Homeowners Association, Inc. in Caloocan City.

Secretary Aliling said the awarding of the titles provides the beneficiaries with a more secure foundation for their homes and communities, as the TCTs serve as formal proof of their land ownership.

The DHSUD chief said the awarding also reflects President Ferdinand R. Marcos Jr.’s directive to make government housing services more responsive to Filipino families, with the Expanded 4PH providing pathways toward secure land tenure and dignified living.

Secretary Aliling also said the awarding gives concrete meaning to this year’s National Shelter Month theme by linking secure land tenure with stronger families and communities.

The awarding highlights the continuing efforts of DHSUD and SHFC to help organized communities secure land tenure and advance toward dignified and secure homeownership through the Expanded 4PH Program.
